Spain: UGT and CGT joint declaration on General Strike (english)

The Aznar Government and the [conservative] Popular Party that sustains it have been absolutely alone supporting a war that not only will bring the catastrophic humanitarian consequences that the Iraqi people are suffering, but will also undoubtedly bring serious labour, economic and social problems for all, including the Spanish workers.

The reason of the meeting was to analyse the situation created by the war against Iraq and the Spanish Government's responsibility that has placed our country in an unjust and immoral war that violates international legality, justice and legitimacy, ignoring the popular uproar against the war. The Aznar Government and the [conservative] Popular Party that sustains it have been absolutely alone supporting a war that not only will bring the catastrophic humanitarian consequences that the Iraqi people are suffering, but will also undoubtedly bring serious labour, economic and social problems for all, including the Spanish workers.

For these reasons, both Unions have summoned and legally given notice of a General Strike for April 10th, 2003; two hours for each shift in the case of UGT and twenty-four hours by the CGT. We affirm that the General Strike is a purely syndical tool that the workers have to show our protest and indignation against this war and its incalculable consequences.

Also, both Confederations have summoned Demonstrations in the most important cities in the country to wrap up the General Strike. Demonstrations that we hope will once again become a means of expression for the workers, social movements and the entire citizenship against the war and a reiterated call of attention to the Aznar Government that has put us in it.

The two Unions, exercising our sovereignty and responsibility have agreed:

1. - To hold meetings throughout the country between our corresponding organizations, to coordinate the actions around the General Strike of April 10 and the Demonstrations called for that day.

2. - To make a call to the rest of syndical organizations so that they join the convocation of the General Strike. Also to call to all the workers, to all citizens and all of society to participate in, to support and facilitate the development of this General Strike that should be help to make even more obvious, if that is possible, the popular uproar against the war.

3. - To collaborate in the companies and workplaces, through our Union Sections and of the presence of both Unions in the unitary organs of representation, to assure a peaceful and meditated adhesion of all the workers to this just and necessary General Strike.

4. – As regards the Demonstrations that we have summoned for the afternoon of April 10th, we want them to be open, participative and multitudinous, serving to conclude the General Strike. To that end, we are in contact with all the forums, movements and associations that are for peace and against the war, to organize and participate with them in these mobilizations.

5. - Lastly, we also want to give this day of general mobilization a note of solidarity. To that end, we will demand that the Employers’ Associations and the Public Administrations donate money corresponding to the salaries discounted from the strikers in the accounts that the humanitarian organizations have set up to give aid to the people of Iraq.
