Kennethe Dulgarion is murdering the homeless in the city of Providence. I imagine he has no idea what homelessness is like. I imagine that he also does not care.
These are new times for the American government model. 3ENRON did not change as many heads as people hoped it would, business has gone on unabated. Nonetheless as a way of opening minds and awakening consciousness it is key, as far as the overall US deomestic agenda is concerned. Men were arrested, tried, jailed, men who had their hands in the Federal cookie jars. But;
All that time a different class of people were avoiding the issues AND the law. Like kenneth J. Dulgarian, Rhode Island landowner.
JANUARY: 2003. The Providence Journal is a decent rag.
It reported on the 21st that Owner KR Dulgarian would be the lucky winner if a real estate "tax-break" worth "at least" $186,000".
Dulgarians is recieving this award as a thank-you from municipal Providence; he's building a new Wayland Court luxury apartment building in Providence's East Side. Renting? if you can swing the $2,500/mo rent a nice apartment can be had. But you had better have that security deposit up front.
The Assesor's office officially admits that the value of this value of this "tax-cut" for the filthy rich is unavoidably vague. As KR Dulgarian will not suffer from tax rate increases for the next ten years. He's immune, and that's what makes it a tax break.
How the rich get richer? By bribery and the subtle influence of peddled influence, the relative cluelessness of the populace being SWINDLED and the long deep con. Very impractical for the average tax-payer (you) -- because someone has to pay those taxes that KRD is ditching, else the result is municipal deficit.
The given rationale for "tax-breaks" is that they encourage TAXABLE DEVELOPMENT. See the slick way KR Dulgarian (and others, the famous Bush cabinet tax-cheat Snow) beat the law?
Even though the big ticket tax dodge (for detil on the difference between "break" and "dodge" see the Indymedia.org SPORTS section) encourages taxable development, vulgarians who have aced the system won't PAY those taxes.
Don't you wish you were filthy rich, so that you could save money and yet keep growing more and more finacially well set up, incrementially, indefinitely? Come on, admit it: you're a little jealous.
The honorable Joe Deluca was the sole Providence Councilperson to vote against this tax dodge for a already superrich landowner. Why? Perhaps he realized that giant subsidies for the rich don't necessarily make the city more opulent.
or perhaps he has simply seen the huge blocks of unrented and overpriced apartments that already pockmark Providence...and deduced that the rich just aren't going to migrate here in droves.
Simply put. DeLuca was the only councilperson to vote against Dulgarian's tax "opportunity"; now for the next ten years (unless osmething happens) the man will get a tax break the average working man or woman would grit their teeth in their sleep praying for.
Simple mathematics: In Providence there are a great many blocks of apartments that are unreasonably priced: one could safely assume that the so-called rennaisance is simply another adventure in capital gains improvisation for the richest 3% of Providence residents.
On Waybosset St as i write this there is a huge block of apartments that have not been rented because their price is exhorbitant. GOPers; one would think, cannot see the sublime logic in charging a LOT less for these apartments. Not only would they be lived in rather than empty eyesores of urban blight on a vert pretty city; the people who lived there be they students or what have you would be in posession of disposable cash that could further contribute to the upkeep of the city.
Instead, the very greedy are self-posessed to turn Providence into a ghost town. At night the empty storefronts, one after another, make an obvious point: once this town was far more successful as a fiscal entity that it is now.
John Scoville, eminent Democrat and author of the forties, wrote thathere were two types of governmental models; cooperative and predatory government. We saw cooperative government last with Jimmy Carter! (Clnton rode a centrist platform for his entire eight years.) The GOP model since Ford/Nixon has been predatory; combining domestic negligence with extraterratorial aggression and dirty long cons, like paying Osama Ben Laden millions in the eighties to throw the Soviet Union out of Afghanistan and then...well, you know what happened later.

The Central Intelligence Agency (CIA) using Pakistan's military Inter-Services Intelligence (ISI) played a key role in training the Mujahideen. In turn, the CIA sponsored guerrilla training was integrated with the teachings of Islam:

This international belligerence combined with domestic negligence is connected to rich men getting huge tax breaks to build exhorbitantly priced apartment complexes while the city with the obvious homelessness problem gets more and more mired in economic blight. And you can ask Greenspan if you don't believe me: this entire center is on a sharp downturn according to the Fed.
What to do? You can become the Martin Luther of the GOP and fix the party. but how come fat chance and slim chance are the same thing?
or vote differently come the next elections, midterm and gubernatorial.
