In 2011, the Environmental Protection Agency promulgated stricter limits on ground-level ozone pollution. Top Environmental Protection Agency officials also expected regulations to protect public health to be enacted, preventing thousands of heart attacks, the spread of asthma and other respiratory illnesses. But, responding to industry pressure, President Obama decided in September of 2011 not to authorize the regulations, blindsiding EPA administrator Lisa Jackson and leading some to speculate that she would resign in protest. But she didn't.
