Ready for Riots

Widespread rioting -- that was the scene in Seattle back in 1999. Lessons learned in that city will now be used during the DNC. The Night Team's Phil Lipof is at the Fleetcenter with our story. Just over a month now until the DNC comes to Boston, with it. tons of protesters and the possibility of things getting out of control. The Fleetcenter will definitely be a security concern for Boston Police, but as they've learned from the WTO in Seattle, they have to be ready to get hit from all angles to really be “Ready for Riots”.
Seattle, Washington, November 30th 1999, the World Trade Organization comes to town along with 40-50,000 protesters. The city is out of control -- total chaos.

"Very few people have been hit by a train that they saw coming."

Jim Pugel is Assistant Chief of police in Seattle. Back during the WTO riots, he was a field commander, right in the middle of all of the rioting.

As he watches video of that horrible week, he tells 7News about the lessons he learned, lessons that have made him something of an expert on the subject of riots.

Now he's consulting, even talking with Boston Police about protests expected at the DNC.

"I know that Boston is getting ready. They are developing, I'm sure, information on what groups are coming. ”

A few months after the WTO, Chief Pugel flew to Boston to help police prepare for Bio-Tec 2000. He's not coming for the DNC, but certainly knows what could happen.

"Our primary function at that time was to protect the delegates and to protect the venue and we had exhausted all of our strength."

The most violent protesters attacked police with all they had, hurling explosive devices at cruisers... even directly at police on foot.

"Get ready and get your officers trained."

Something Pugel learned the hard way. He says the Fleetcenter will most likely not be the main target of protesters looking to cause trouble. Their focus, he says, will be on so called soft targets.

"Soft targets are traditionally areas that don't have immediate protection.

"So this would be like the Newbury Street of Boston?"

"Yes, along those lines."

And that's something Boston police are already preparing for.

"We've looked at the soft targets, we've looked at the hard targets, we're not just focussing on the Fleetcenter and forgetting about the rest of the city."

In Seattle, the streets of downtown near the Convention Center were under siege, delegates couldn't even get out of their hotels.

"We had to walk maybe six blocks in and it was like a sea of people just forming behind us, taking over the city."

Linda Byron covers the Seattle PD for our affiliate KING-TV. She says after seeing how officers were caught off guard, Boston Police should be looking to neighboring departments for help.

"They set up their police lines, they had all the police in riot gear. What they didn't have was police ready to respond when the looting started."

And in some cases, police got frustrated and were accused of using too much force, like during a confrontation where an officer kicks a protester in the groin, then fires a bean-bag round at point-blank range -- a clear violation of standard operation procedure.

In the end Chief Pugel says he has a tremendous amount of respect for Commissioner O'Toole and he says she will have her force and her city as prepared as it can be.

"This is not just going to be an issue of demonstrations, this is going to be an issue of making sure the dignitaries are safe, that the regular 911 police officers are delivering police services that they have to."

No one knows for sure if the DNC is going to get out of hand, but those, who went through it in Seattle, say a city must act as if it will be out of control in order to truly be prepared.
