Charges against former head of Intelligence
30 Sep 2004
The leak of the name of the Mossad Agent Ashraf Marwan in Israel leads to direct confrontation between former head of Mossad and director of military intelligence
Charges sought against Ex-Intelligence chief

Could criminal charges be levied at a former head of Military Intelligence for revealing state secrets?

According to Channel 2, Attorney General Mordechai Mazuz has been asked to consider the move against Maj.-Gen. Eli Ze'ira, the disgraced head of Military Intelligence who bore the brunt of the blame for failing to foresee the surprise Egyptian and Syrian attack on Yom Kippur 1973.

Three former top intelligence figures, including the then head of the Mossad Zvi Zamir, have sent a letter this week to Mazuz urging him to investigate suspicions that Ze'ira revealed secrets, Channel 2 said. The other veterans who signed the letter were Brig.-Gen. (ret.) Amos Gilboa, who was then head of the research and assessment desk of military intelligence and Col. (ret.) Yossi Langotsky, who was head of intelligence collection.

They reportedly believe Ze'ira leaked the name of an Israeli mole, Dr. Ashraf Marwan, the son-in-law of former Egyptian President Gamal Nasser. Marwan, a wealthy businessman, has been portrayed as both an Israeli spy and a double agent who helped dupe Israel.

Ze'ira has rarely spoken since he was unceremoniously dismissed from the IDF 30 years ago in the wake of the Agranat Commission which examined the intelligence failures of the war.

Ze'ira reportedly leaked the identity of Marwan to deflect the attention from his blunder and cleanse his own name.

Zamir, Gilboa and Langotsky wrote to Mazuz that Ze'ira had "violated all norms," the report said.

They added that this would have impact on future intelligence operations since leaking the information on past moles and spies would deter potential spies from cooperating with Israel.

Mazuz reportedly needs to decide whether there are grounds to order Police to open an investigation into the matter.

Justice Ministry officials reached Tuesday night could not confirm that such a letter reached Mazuz.

"Maybe someone sent a fax, but we'd have to check," said an official in the Justice Ministry.

The "war of the generals" in many ways reflects the open wounds from the traumatic Yom Kippur War that refuse to heal. It also shows how veterans are trying to clear their names even now, 31 years after that war broke out.

None of the individuals could be immediately reached for comment. Channel 2, however, quoted Ze'ira as telling them at he intended on filing suit against Zamir for defamation.
