how about an amendment to the US constitution?
What about an amendment to the Constitution, something
to the effect of the following? I'd like to start spreading
the idea around, because, I think, such an amendment would be a crucial step towards a fuller version of democracy.

"No amendment made after the Year Two thousand shall be
ratified until it has been assented to in a national referendum by two-thirds of the national voting
population, or by a simple majority of the voting population in each and every state, or by both."
