How to remove additional punishing Boston Public Library fees. (english)

Censorship at Boston Public Library Departments
How might additional tactically punishing fees be removed that our
city public library departments use to deny or delay access to
legitimately public information?... about long range Boston Public
Library planning.

For example, legitimately public vendor library consultants' reports
and related information that concern, interest or affect public
library users, personnel and public library unions labor relations
collective bargaining advocates
A key to what is being asked here is that the public institution has a
stated mission as a public library and all that entails in the spirit
of learning and understanding our local governing organizations.

It's not a question of the right of government to extort the
tactically punishing fees. It's a question about how to negotiate removal of fees either incident by incident or generally.
It's not a question of the right of government to set the fees at a
maximum level allowed. It's a question of how to negotiate for government to perform in the spirit of the public library mission of
information about our government and understanding our local governing bodies.
