Wave of Violence Generated by Federal Agency
San Diego, CA - The San Diego Area Office of the American Friends Service Committee (AFSC) condemns the wave of violence that has swept the San Diego border region in the last six-months, as result of deadly force employed by US Border Patrol Agents while apprehending migrants.
"Under no circumstances can the guise of national security be used as a pretext to justify this egregious act. Any policy that violates Human Rights undermines the security of our society," stated Christian Ramírez, director of the San Diego Office of the American Friends Service Committee.
The latest incident in which shots were fired occurred the evening of December 30, less than a mile away from the San Ysidro Port Entry, the incident led to the death of 18 year-old Guillermo Martínez Rodríguez, who died in a Tijuana hospital 19 hours after being shot at least one time by a Border Patrol agent, who has been on the force for eight-years.
During 2005 there were at least four incidents in which Border Patrol discharged their fire arms against migrants in the San Diego region, that resulted in two migrants being injured, and claimed the lives of two others, according to San Diego County Sheriffs and San Diego Police officials.
* On October 3 a Border Patrol agent shot and killed a man on Siempre Viva Road and Roll Drive in Otay Mesa.
* On October 26 a Border Patrol shot and wounded a 37 year-old man in the face in, the man was arrested and treated for his injuries. The incident occurred in a remote location in Southeastern San Diego County.
* On November 13 a Border Patrol agent fired two rounds into a man's chest, injuring the man. The incident occurred just outside of the small border community of Campo.
The San Diego Office of the American Friends Service Committee calls upon the US Attorney's Office to investigate not only the December 30 incident that claimed the life of Guillermo Martínez Rodríguez, but all other Border Patrol involved shootings.
AFSC's San Diego Office calls upon the Department of Homeland Security to review the current Operating Procedures of the US Border Patrol in order to avoid any other deadly incidents on this border.
Furthermore, AFSC calls upon the Border Patrol to immediately release the identity of the Border Patrol Agent involved on the December 30 incident, as well as an immediate and transparent investigation of the incident.
The AFSC laments that this violent incident symbolizes the growing anti-migrant trend reflected throughout 2005, and brings to the forefront for 2006 the real dangers of increasingly militarizing border communities as recently proposed by the US House of Representatives.
