If it's a press release from the military, it's probably propaganda. We're at war... "Win the minds and hearts of the people." Get it?

So yes, giving aid to villagers while bombing their neighbors is as good a strategy as it gets.

US military has and always will render aid where it is wanted and accepted. Also, US military will bomb those that try to harm civilians and stop the process of peace and reconstruction.
